After having killed all the villains responsible for the deaths of Eric Draven and Shelly Webster, The Crow super hero returns to his grave location to be reunited with Shelly Webster in Heaven. Before this can happen, Grange takes Sarah prisoner. Without hesitation, Eric Draven must save Sarah. Next, Grange takes Sarah to a church where both the main villain named Top Dollar and his girl friend called Myca are waiting for Grange. However, Grange injures the supernatural crow bird by shooting it with a gun.

As a result of this injury, The Crow super hero immediately loses all his mega enchanted powers. Eric Draven is no longer invincible. Meanwhile as Sergeant Albrecht goes to Eric Draven's and Shelly Webster's graves, Sergeant Albrecht then attempts to save The Crow and Sarah from the bad guys. Top Dollar hurts the now weakened Eric Draven while Top Dollar takes Sarah to the top of the church. Grange is killed by Sergeant Albrecht while Myca tries to kill Eric Draven. At the last possible moment, the crow bird attacks Myca before she can kill Eric Draven and subsequently Myca plummets to her unfortunate death.

Since Sergeant Albrecht has been injured by the villains, The Crow goes by himself to save Sarah from Top Dollar. A fight breaks out between Eric Draven vs. Top Dollar. During the battle, Top Dollar admits causing the bad guys to kill Eric Draven and his girlfriend fiancee Shelly Webster. As a result, The Crow super hero grabs a hold of Top Dollar and sends all the suffering of the deceased heroes into the mind of Top Dollar. In total shock, Top Dollar falls from the top of the church and lands on the sharp horns of an ancient gargoyle made of stone, which kills Top Dollar.

Sergeant Albrecht goes to a local hospital as Eric Draven returns to his grave site to be reunited with Shelly Webster in the mysterious and unknown afterlife. In the final moments of the movie, Sarah is at the graves of Eric Draven and Shelly Webster. The supernatural crow bird arrives and presents Sarah with the engagement ring owned by the deceased Shelly Webster. Sarah then watches the crow bird disappear into the darkness of the night to search for new Crow super heroes to bring back to life in order to have final revenge against their killers.
